I agree Luis & Dianne; he is going nowhere fast. Julie I think you are on the right track. Each time I passed this statue it puzzled me; it just looked wrong. Eventually it hit me. When you row a boat your back faces the point of the boat (the bow for all you boating aficionados) and you use the oars to pull yourself through the water. This desperate soul is facing the wrong way and is trying to use the oars to push the boat along. Combined with that headwind (and the telegraph pole) no wonder he and Toto are going nowhere. I wonder if this was all intentional or if the sculptor was a landlubber.

I love this sculpture, nothing like it in my home city. I used to row quite a bit when young and I noticed it right off.
