I think this is graffiti and the artists paint over each other's works it seems.
Somebody messed up a nice mural I think. A bit pity for the first one.
I think it looks more like graffiti or otherwise someone painted over some nice artwork.

Someone's making lots of money selling spray cans around here.
Often it is difficult to tell the difference between art and graffiti. Sounds like a perfect subject for academic debate.
